Bureaucracy once again slowing aid to hurricane survivors

So now that Bush has decided to take the helm and run around playing leader, does this mean he's bumbling the relief effort? If he's going to play leader, shouldn't he accept the responsibility that comes with it or does that not fit into a photo op?

Port Arthur Mayor Oscar Ortiz, whose own home was destroyed by fire after the hurricane, said "we've had 101 promises" for aid, "but it's all bureaucracy."
Hmm, sounds pretty familiar.
