Despite Fed rate cuts, interest rates remain unchanged

When Bush and Congress talk about a bailout plan for Wall Street - and no matter what they say, it's a bailout - remember that the banks are going to squeeze every penny from both taxpayers and mortgage holders to recoup their losses. With analysts now predicting a total real estate decline of 20% from its peak, banks are looking everywhere for extra easy money.
