The fact that Miers "did not create the quota systems but only perpetuated and endorsed it doesn't make it less disturbing," he said.NOTE FROM JOHN: Well, using that logic, her very appointment is a quota since Bush said he was intent on appointing a woman. And the religious right/conservative point of view as to who should be the nominee is a quota since they're insisting it must be a conservative.
