Mike Allen has an article at Time Magazine about how Cheney nixed the idea of appointing a "czar" to oversee the Katrina rebuilding. He concludes with this:

He stayed on vacation for almost a full week after Katrina struck. When questioned, he whined, "I came back four days early."
