Several of us noticed yesterday, while watching one of the new fun videos about the debate, that Bush flipped some document while speaking during the debate. Now, it may have been his handwritten notes, but he didn't appear to be writing many notes during the debate, so when did he have the chance to write on TWO SIDES of the paper? (He needed to flip the document, thus it clearly had content on two sides.) Also, if you look closely at an enlarged video of the debate it looks to me like the document has a title on it - not something you'd really jot yourself in the middle of a debate. Bush's partisans started the discussion over whether Kerry cheated by bringing a cheat sheet, it's thus fair to ask the same of them.
